Modular Homes & Garden Suites in Bluewater, Ontario

Factory-direct modular homes and backyard garden suites for the Municipality of Bluewater — Bayfield, Zurich, Hensall, Varna and the Lake Huron shore between Bayfield and Grand Bend. Bluewater rewrote the additional-residential-unit rules in its Zoning By-law 43-2015 in 2023 (ARU is the planner's term for a second home on the lot, sometimes called an ADU), and they now allow a garden suite in the backyard of a house on municipal water and sewer, and a detached suite on a farm. Here's what the by-law allows, what it costs, and the rules that apply.

What you can build in Bluewater

Full modular homes — from $175,696. 29 models from 560 to 1,405 sq ft, 1–3 bedrooms — factory-built to the Ontario Building Code and set on a permanent foundation (a real, permanent house, not a “trailer”).

Backyard suites (ADUs) — from $96,244. 7 compact models built for garden-suite and in-law-suite use, sized to fit what Bluewater's by-law allows.

All homes are CSA-certified (A277 modular / Z240MH manufactured), finished in the factory, and delivered ready for foundation and hook-up. What's the difference between modular, manufactured, and mobile? →

1 · Who's it for?

2 · What layout?

3 · What size feels right? (Bluewater lots typically allow up to ~753 sq ft)

In Zurich, Hensall and Bayfield a garden suite can be up to 75% of your house's main floor (attached garage included), but every outbuilding together may not exceed 10% of the lot — about 70 m² (≈753 sq ft) on a typical 700 m² village lot, less any garage or shed already there. On a farm there's no floor-area cap. Enter your address for the specifics. Your exact lot may allow more or less — get the real number for your address in seconds.

Can you put a garden suite (ADU) in your Bluewater backyard?

Often, yes — Bluewater permits a detached Additional Residential Unit on most serviced residential lots. The specifics, from Municipality of Bluewater Zoning By-law 43-2015, §3.2.7 and §25.4.1 — Additional Residential Units, as amended by By-laws 10-2023, 105-2023 and 87-2024 (June 2026 consolidation):

Where it goesOn a house in a residential zone (R1, R2, R3, Heritage Residential HR1) connected to municipal water AND sewer — Zurich, Hensall and Bayfield are the only communities with sewers — you may add up to two units: both in the house, or one in the house and one in a detached backyard building. On a farm, General Agriculture (AG1) allows two units with one detached; Agricultural Small Holding (AG4) allows one, which may be detached. A residential lot on septic (Varna, Drysdale, St. Joseph), the Lakeshore Residential zone along the Bluewater Highway shoreline and a mobile-home park need a rezoning.
Max sizeIn town, the suite building can be no larger than 75% of the gross area of your house's main floor, attached garage included (a 1,200 sq ft bungalow with a 400 sq ft attached garage allows up to 1,200 sq ft). All accessory buildings together may not exceed 75% of the house's total floor area or 10% of the lot, whichever is smaller — 70 m² (≈753 sq ft) on a 700 m² lot, less any garage or shed. The by-law reads both caps against each other, so budget to the smaller and confirm with the planner. On a farm there's no floor-area cap.
BayfieldInside the Bayfield Settlement Area, additional units are permitted only under a holding provision until wastewater capacity is allocated. The expanded Bayfield Wastewater Treatment Facility went into full service in July 2026 and the Municipality is taking allocation applications under its allocation policy, so a Bayfield suite starts with a sewer allocation and a request to lift the holding — before the building permit.
HeightIn town, 6 m (≈20 ft). On a farm the zone height applies (12 m in AG4).
SetbacksIn town, in the rear or interior side yard, at least 3 m (≈10 ft) from the rear and side lot lines and never closer to the street than the house. On a lot fronting Lake Huron the front yard is the lake side, so the suite goes on the street side. On a farm, within 60 m (≈197 ft) of the house on the same laneway, with the zone setbacks (17 m front, 7.5 m rear; side 7.5 m in AG1, 5 m in AG4) and Minimum Distance Separation from barns on other lots.
Lot coverageR1 lots: 35% for all buildings (40% where the frontage is 15 m or less). AG4: 30%.
ParkingOne extra on-site space for the suite, and it must share the house's driveway or farm laneway.
ServicingIn Zurich, Hensall and Bayfield the suite shares the house's municipal water and sewer connections — no separate service. Everywhere else is septic (Varna and the Lakeshore have municipal water but no sewer); the Municipality's own Building Department issues the sewage-system permit.
ConservationAusable Bayfield Conservation Authority (ABCA) — its permission is needed on or next to hazard land: the Lake Huron bluffs, the Bayfield River valley and the mapped floodplains. No building within 30 m (≈98 ft) of the Lake Huron top-of-bank on a deep lot, and 7.5–30 m from a watercourse depending on its width.

Permits

Getting your building permit in Bluewater

An eligible lot still needs a building permit before anything is delivered. Here's how Bluewater's process actually works — verified against the Bluewater building department's own pages.

How do you apply for an ADU building permit in Bluewater?

Through Cloudpermit (Municipality of Bluewater Development Services) (application portal ↗). Bluewater takes building and planning applications online through Cloudpermit — create one account, apply, upload the drawings and the Schedule 1 designer form, message staff and book inspections from the same file. Fees are still paid in person at the Development Services office, 23 Goshen Street North, Zurich (cash, cheque or debit). Municipal office 519-236-4351 or 1-877-236-4351, 14 Mill Avenue, Zurich, ON N0M 2T0. Bluewater's building-permit page ↗

  1. Confirm where you stand: a detached garden suite is as-of-right on a house in a residential zone (R1, R2, R3, HR1) connected to municipal water and sewer — Zurich, Hensall and Bayfield — and on a farm in the AG1 or AG4 zone (Zoning By-law 43-2015 §25.4.1, §4.4.1.1, §6.5.2). Check your zone on Huron County's public GIS viewer. A residential lot on septic, the Lakeshore Residential (LR1) zone or a mobile-home park needs a Zoning By-law Amendment first.
  2. In Bayfield, clear the holding first: additional units in the Bayfield Settlement Area are permitted only under a holding provision until wastewater capacity is allocated. Apply for a sewer allocation under the Municipality's allocation policy and for removal of the holding (a planning application booked through Cloudpermit after a pre-consultation with the Planner).
  3. Size the building to both caps: no larger than 75% of the gross area of the house's main floor including an attached garage (§25.4.1), and all outbuildings together no more than 75% of the house's floor area or 10% of the lot, whichever is smaller (§3.2.5) — then site it in the rear or interior side yard 3 m from the lot lines, 6 m tall at most, on the house's driveway with one extra parking space.
  4. Line up the outside approvals: ABCA's permission if the lot is on or next to hazard land (the Lake Huron bluffs, the Bayfield River valley, a floodplain); an entrance permit if a new driveway is needed; on a farm or septic lot, a sewage-system permit from the Municipality's Building Department; a heritage permit for exterior work in Bayfield's Main Street Heritage Conservation District.
  5. Have a designer with a BCIN prepare the drawings — site plan, foundation, floor plans, elevations, sections — plus the manufacturer's CSA A277 certified drawings for a modular unit, and submit through Cloudpermit with Schedule 1; pay the fee at the Zurich office.
  6. Build with inspections booked through Cloudpermit or by phone at least 48 hours ahead (519-236-4351); the Electrical Safety Authority inspects the wiring separately.

What does an ADU permit application in Bluewater need?

  • Building permit application through Cloudpermit + Schedule 1 (Designer Information, BCIN)
  • Site plan showing lot dimensions, the house's main-floor area and attached garage (for the 75% cap), every existing accessory building (for the 10%-of-lot combined cap), setbacks to each lot line, the shared driveway and the extra parking space
  • Construction drawings by a licensed designer — foundation, floor plans, elevations, cross sections and details; the manufacturer's certified drawings for a CSA A277 modular unit
  • Sewage-system permit application where the lot is on septic; ABCA permission where the lot is in its regulated area; entrance permit where a new driveway is needed
  • In Bayfield: the sewer allocation and the by-law lifting the holding provision

How much does an ADU building permit cost in Bluewater?

Estimate for a ~70 m² (≈753 sq ft) detached suite under the Municipality's 2025 building-permit fee list, the one its Building Permits page links: the Group C new-dwelling rate is $183 plus $1.83 per sq ft — about $1,560. The Municipality's sewage-system, entrance and planning (removal-of-holding) fees are set in its fees and charges by-law and aren't on the fee list — ask Development Services (519-236-4351). These are estimates: the Chief Building Official classes the work, and the list is re-set yearly.

Building permit — Group C new dwelling$183 base + $1.83 per sq ft (2025 fee list). A 753 sq ft suite ≈ $1,560.
Accessory garage or carport over 300 sq ft (for comparison)$183 base + $0.46 per sq ft
PlumbingStand-alone plumbing $183 + $15.90 per fixture; sewer and water-connection inspections $183 for the first 30 m + $4.41 per additional 30 m
Additional inspection$142 per inspection beyond those included
Septic, entrance and removal-of-holdingSet in the fees and charges by-law, not the building fee list — confirm with Development Services

A qualifying additional residential unit is exempt from development charges under the Development Charges Act (s. 2(3.1)–(3.3)), which since June 8, 2023 covers one unit in a building ancillary to a house on any parcel. For scale, By-law 78-2025 (in effect July 15, 2025) charges a new single-detached house $18,668.65 in Bayfield, $15,681.05 in Zurich, $5,144.15 in Hensall and $1,986.60 in the rural area; Bluewater is preparing a new DC by-law for July 2027. Check any quoted charge against the Act before you budget.

How long does an ADU building permit take in Bluewater?

Ontario's Building Code requires a decision on a complete house-class application within 10 business days. The Ontario Building Code gives a house-class permit 10 business days from a complete application. In Bayfield the sewer allocation and the by-law lifting the holding come first and take a Council decision; ABCA permission or a septic permit also comes before the building permit.

Worth knowing before you apply

  • The 10%-of-lot cap counts every outbuilding — on a 700 m² lot that's 70 m² in total, so a 30 m² garage leaves 40 m² for the suite unless the planner reads §25.4.1's 'notwithstanding Section 3' your way.
  • In Bayfield the suite waits on a sewer allocation and the lifting of the holding provision — start that conversation with the Planner before you buy a model.
  • On a lot fronting Lake Huron the front yard is the lake side, so the suite can't go between the house and the water.
  • Electrical is a separate permit and inspection through the Electrical Safety Authority (1-877-372-7233), not the Municipality.
  • Fees are from the 2025 list the Municipality still links — confirm current-year figures with Development Services (519-236-4351).

Fees and timelines are estimates from Bluewater's published schedules, verified October 19, 2026. Rates and processes change — always confirm current requirements with the building department before you apply.

Development charges — exempt for a qualifying garden suite — Under By-law 78-2025 a new single-detached house pays $18,668.65 in Bayfield, $15,681.05 in Zurich, $5,144.15 in Hensall and $1,986.60 in the rural area. Bluewater modular homes — FAQ

Can you build a garden suite in Bayfield, Zurich or Hensall?

Yes, on a house connected to municipal water and sewer. Bluewater's Zoning By-law 43-2015 §25.4.1 allows up to two additional units on a fully serviced residential lot, one of them in a detached backyard building. In Bayfield the by-law still holds new units until sewer capacity is allocated — the expanded treatment plant opened in July 2026, so the route is a sewer allocation and a request to lift the holding before the building permit.

How big can a garden suite be in Bluewater?

Up to 75% of the gross area of your house's main floor, attached garage included — but in a village all outbuildings together may not exceed 10% of the lot or 75% of the house's floor area, whichever is smaller. On a typical 700 m² lot that's about 70 m² (≈753 sq ft) for everything, so an existing garage or shed reduces what's left. It can be 6 m (≈20 ft) tall. On a farm there's no floor-area cap.

Can you build a garden suite on well and septic in Bluewater?

On a farm, yes — the General Agriculture (AG1) and Agricultural Small Holding (AG4) zones allow a detached suite within 60 m of the house, and the Municipality's Building Department issues the septic permit. On a residential-zoned lot without municipal sewers (Varna, Drysdale, St. Joseph, the Lakeshore) the by-law grants additional units only on full services, so you'd need a rezoning.

Can you put a modular home in Bluewater, Ontario?

Yes. A CSA A277 modular home on a permanent foundation is legal residential housing under the Ontario Building Code. Bluewater bans manufactured homes in most zones but expressly not one used as an additional residential unit (§3.23.5), and the farm zones name a modular or manufactured home as an allowed form for the suite.

How much does a modular home or backyard suite cost in Bluewater?

Modular home models start at $175,696 and run to about $338,000 for the largest layouts; backyard ADU models start at $96,244. Site work, foundation, delivery, and permits are additional.

Can I get a mortgage on a modular home in Bluewater?

Yes — on a permanent foundation it is financed as real property, including via CMHC Prefab Plus (5% down on the first $500,000).
