- Confirm zoning first — under the Town's new Zoning By-law 93-25 (adopted December 8, 2025) a detached additional residential unit is as-of-right on a lot with a single-detached, semi-detached or townhouse home in the R1, R2 and rural RD zones, capped at 40% of the main home's floor area. The zoning schedules are PDF maps (Schedules A-1/A-2), so confirm your zone with the Town — a zoning variance, if you need one, runs 45 to 120 days.
- Confirm servicing with the Town — the unit is only permitted where adequate water and sanitary services are available, as determined in consultation with the Town (§3.2.1 d). In-town lots connect to municipal water and sewer; on rural RD lots, private services need Town and/or Northwestern Health Unit approval.
- Design within the envelope: 40% of the house's floor area, 3.0 m rear yard, 1.5 m side setbacks, 2.0 m from the house, 15% total accessory-building coverage — and remember the by-law expressly allows the unit to occupy two storeys of a backyard building (a suite over a garage).
- Prepare two full sets of building plans (floor plans, elevations, cross-sections and details) and two sets of the survey/site plan showing existing and proposed buildings. Larger projects may also need lot grading plans and designer information schedules (BCIN).
- Book an appointment with the Chief Building Official to complete the application in person (or submit by mail). The permit fee is set from the fee schedule at issuance.
- Once the permit issues, build with inspections at each stage — footing, foundation, roughed-in plumbing, framing, insulation and final. Request each inspection at least one business day in advance.

How long does an ADU building permit take in Fort Frances?

- The rules are brand-new: By-law 93-25 (December 2025) introduced the additional-residential-unit regime — contractors and older advice may still be working from the 2014 by-law, which had no ARU provisions at all.
- One desk, by appointment: there's no online portal, and applications are completed in person with the Chief Building Official or by mail — the appointment is the intake.
- An accessory building is normally only permitted once the main use is established on the property — on a vacant lot the principal dwelling comes first (one named exception: the R1-2 lot at 1137 Fourth Street East may have an accessory building without a primary use).
