The specifics, from Township of Madoc Comprehensive Zoning By-law 1072-2002, §5.19.1 — Second Dwelling Units (added by amending By-law 1431-2017; a standalone amendment that is NOT merged into the posted September 2008 office consolidation):

⚠️ Minimum sizeWorth settling BEFORE you order a compact model. The Rural Residential zone sets a MINIMUM gross floor area of 74.3 m² (800 sq ft) for a dwelling, and §5.19.1 sends a detached unit to the principal-building requirements of its zone — but the township-wide minimum-size table (§5.50) has no line for a second dwelling unit, because it predates the 2017 amendment. We read it as applying; Hastings County planning can confirm in one call. If it does apply, studio-sized units are out here.

ConservationQuinte Conservation covers the entire Township (Moira / Skootamatta watershed). No building, structure or septic bed within 30 m (≈98 ft) of the high-water mark of a waterbody or permanent watercourse, 15 m (≈49 ft) of a top of bank, or 30 m of an Environmental Protection Wetland zone. A proposal within 300 m of Eldorado, Jarvis, Hazzard or Banker Lake should carry a cold-water Lake Capacity Study.

How do you apply for an ADU building permit in Township of Madoc?

Through Cloudpermit — building, plumbing and septic permits all go through the same online portal (application portal ↗). Building services for Madoc Township are delivered by a joint Building Inspection Service Board (BISB) shared with Stirling-Rawdon, Tyendinaga, Deseronto, Tweed and Marmora and Lake, and administered out of Stirling-Rawdon. Applications are created and paid for online in Cloudpermit, and inspections are booked there too — but Building staff are physically in the Madoc Township office (15651 Highway 62) only on WEDNESDAYS 1:00–4:00 pm, so plan any in-person conversation around that window.   1. Confirm your zone first — a second dwelling unit is only permitted in the RU, RR, WR, R1, R2 and MR zones, and the Township's own note is explicit that the proposed USE must conform to the Zoning By-law before a permit can be issued
  2. ⚠️ Make sure whoever reviews your file is applying By-law 1431-2017. The second-unit permission is a standalone 2017 amendment that has NOT been merged into the posted 2008 office consolidation, so the RU and RR sections as published online don't mention second units at all
  3. Check whether Quinte Conservation regulates your part of the lot (watercourse, wetland, steep slope or floodplain) — their approval is a prerequisite, not a parallel step, and the site drawing has to show it
  4. Get your septic sorted: a new or altered system needs its own permit, applied for through the SAME Cloudpermit application by choosing the 'Sewage System' category — not 'Residential Building'. A second unit on an existing system needs that system shown to have capacity
  5. Get an Entrance Permit signed by the Road Superintendent if the unit needs a new or altered driveway entrance
  6. Complete the Minimum Distance Separation (MDS) form where there is a nearby livestock operation
  7. Register for Cloudpermit, create the application, and attach two complete sets of scaled construction drawings plus the site plan and schedules
  8. Pay the fees — all applicable fees must be paid before the permit is issued
  9. Book inspections through Cloudpermit or on 1-866-414-0088 as construction proceeds; the BISB inspects within 48 hours of its working schedule. A permit can be revoked if required inspections aren't completed

What does a Township of Madoc ADU permit application need?

  • Fully completed BISB Building Permit Application (the joint six-municipality form)
  • Two complete sets of scaled construction drawings — foundation plans, floor plans, roof plan, building sections, wall sections and any engineered systems designs
  • Site drawing showing the location of the building on the lot with front, side and rear yard setbacks, plus MDS reports and conservation-authority approvals where applicable
  • Proof of ownership — a copy of the registered deed where the Township hasn't yet been notified of a change in ownership

How much does an ADU building permit cost in Township of Madoc?

⚠️ Madoc Township does not publish a building or septic fee schedule online, so NO dollar figures are given here — anything you are quoted should be treated as an estimate until you have it in writing from the Building Department. The Township states only that building and plumbing permit fee revenue covers the full cost of the service, with any surplus reserved for future Building Section use. Note the BISB's own permit list expressly includes 'to construct any secondary residence', so a backyard unit is unambiguously permit-triggering.

Whether Bill 23's additional-residential-unit development-charge exemption is applied here could not be verified — neither a Township nor a County DC by-law is published in a form that resolves it. Confirm before assuming the unit is exempt.

How long does an ADU building permit take in Township of Madoc?

Ontario's Building Code requires a decision on a complete house-class application within 10 business days. The BISB publishes its own service commitment: a minimum of 5 days for decks and garages, 10 working days for house permits, and 30 working days for commercial or septic permits; residential applications are issued or denied within 10 working days and multi-residential or commercial within 30. That aligns with the Ontario Building Code's 10-business-day house-class window, which only starts once the application is complete. Inspections are carried out within 48 hours of the BISB working schedule.

Registration: No separate ongoing registration or licensing regime for a second dwelling unit is published — the building permit is the approval. Planning matters, however, are no longer handled at the Township: Madoc joined Hastings County's SPARC shared-planning program on 2 July 2025, so any minor variance, rezoning or consent goes to the County (613-966-1311) and is paid for under the County's fee by-law, while the building and septic permits stay with the Township's Chief Building Official.

Worth knowing before you apply

  • Building staff are in the Madoc Township office only on WEDNESDAYS 1:00–4:00 pm. Everything else runs through Cloudpermit or the toll-free line, 1-866-414-0088.
  • When applying for the septic, choose the 'Sewage System' category in Cloudpermit — NOT 'Residential Building'. The Township calls this out specifically because people get it wrong and can't submit.
  • ⚠️ The permission for your unit is in a standalone amendment (By-law 1431-2017), not in the zoning by-law consolidation posted online — that consolidation stops at September 2008. Have the amendment to hand if a reviewer, lender or appraiser tells you second units aren't permitted.
  • The by-law sends a detached second unit to the PRINCIPAL-building setbacks of your zone, not the smaller accessory-building setbacks — so the site drawing has to show the bigger numbers (in RR: 20 m front, 10 m rear, 3 m interior side).
  • A storage building under 160 sq ft doesn't need a permit, but it still has to meet the Zoning By-law setbacks — and it still counts toward the 10% accessory-building lot coverage that caps your unit.
  • The BISB flyer lists three conservation authorities (Quinte, Lower Trent Valley and Crowe Valley) because it serves six municipalities. For a Madoc Township lot it is Quinte Conservation — confirmed by intersecting the County's own conservation-authority boundary layer against the full Township boundary.
  • An Entrance Permit signed by the Road Superintendent is a separate item from the building permit, and the new unit will need a civic address.

Is the Township of Madoc the same as the village of Madoc?

No — and this catches people out, because both share the Madoc post office and even the same postal code. The Township of Madoc is a separate municipality covering the rural land north and west of the village, with its own office on Highway 62 near Eldorado. The built-up village of Madoc has been part of the Municipality of Centre Hastings since 1998. The rules differ in the way that matters most: Centre Hastings only permits a second unit on municipal water and sewer, while the Township has neither and permits one on a well and septic. Your property tax bill tells you which you are in.

Can you build a garden suite / ADU in the Township of Madoc?

Yes.
