Modular Homes & Garden Suites in South Stormont, Ontario
Factory-direct modular homes and backyard garden suites for the Township of South Stormont: Long Sault, Ingleside, Newington, St. Andrews West, Lunenburg, Osnabruck Centre and the rural concessions between Cornwall and the St. Lawrence. South Stormont's Zoning By-law 2011-100 calls a garden suite a "secondary unit" (the province's term is additional residential unit, or ADU), and it allows one in a separate building in the yard of a house in every residential zone and on farm and rural lots. Here's what the by-law allows, what it costs, and the rules that apply.
What you can build in South Stormont

South Stormont sets no square-metre cap: the suite can be as big as your house, but no bigger. On a residential lot all accessory buildings together, the suite included, may cover 10% of the lot. That's about 46 m² (≈495 sq ft) on the smallest 460 m² serviced lot in Long Sault or Ingleside and 92 m² (≈996 sq ft) on a 925 m² single-services lot, less any garage or shed. On an Agricultural or Rural lot there's no accessory cap and the suite can be two storeys. Enter your address for the specifics. Your exact lot may allow more or less — get the real number for your address in seconds.

Yes, beside a house in any residential zone and on Agricultural and Rural lots. The by-law allows one secondary unit per house, inside it or in a separate building in the yard, once the house is built. The specifics, from Township of South Stormont Comprehensive Zoning By-law 2011-100, §3.8 Garden Suites and Secondary Units, with §3.1.1 accessory buildings (December 2023 consolidation):
| Where it goes | Beside a single-detached, semi-detached, duplex or end-unit townhouse in the residential zones (RS1, RS2, RS3, RSS1, RSS2, RH1, RH2, RR1, RR2) and in the Agricultural (A) and Rural (RU) zones. One per house, and the house comes first (§3.8(a)–(b)). Not on an undersized lot (§3.8(f)), not in a mobile-home park, and never severed onto its own lot. |
|---|---|
| Max size | No square-metre cap: the suite can be no larger than your house (§3.8(h)). In a residential zone all accessory buildings together, the suite included, may cover no more than 10% of the lot (§3.1.1(f)). That's 46 m² (≈495 sq ft) on the smallest 460 m² RS1 lot, less any garage or shed. Agricultural and Rural lots have no accessory cap, only the zone's lot coverage (25% on a Rural house lot). No minimum size beyond the Building Code. |
| Height | Residential zones: one storey and 4.5 m (≈15 ft). Agricultural and Rural zones: two storeys and 6.1 m (20 ft) (§3.8(l)). |
| Setbacks | 1.2 m (≈4 ft) from the side and rear lot lines, 4 m (≈13 ft) where it sits in the house's rear yard and a wall with a window or door faces the line (§3.8(m), §3.1.1(d)). At least 3 m (≈10 ft) from the house (§3.8(n)), and never closer to the street than the house's required front yard. Along a County Road, 30.5 m from the road's centreline (§3.29(b)). |
| Parking | It shares the house's driveway entrance and parking area; a separate entrance is possible only on a corner lot, at the Township's discretion (§3.8(i)). Plan for one extra space. |
| Servicing | Long Sault and Ingleside (the Residential Serviced zones) are on municipal water and sewer. Elsewhere the suite connects to at least one of the house's existing services, either the well, the septic or both, and the Township must be satisfied the servicing is adequate (§3.8(e)). South Nation Conservation issues septic permits in South Stormont. |
| Conservation | Raisin Region Conservation Authority (RRCA). Buildings stay 15 m (≈49 ft) and septic beds 30 m from the high-water mark of any lake, river, creek or municipal drain (§3.29(e)), with stricter rules on the St. Lawrence islands and at Moulinette Island and Robin Road. Flood-plain, wetland and ANSI lands need RRCA approval. |

Getting your building permit in South Stormont
An eligible lot still needs a building permit before anything is delivered. Here's how South Stormont's process actually works — verified against the South Stormont building department's own pages.
How do you apply for an ADU building permit in South Stormont?
Through Cloudpermit (Township of South Stormont) (application portal ↗). Apply online through Cloudpermit: create an account, start a new application, find your address on the map and pick the residential building permit type, then upload the documents. You can pay fees up to $350 online. To apply in person, book an appointment with the Building Department (building@southstormont.ca or 613-534-8889 ext. 233); staff upload paper applications into Cloudpermit, so you still need an email address. On a well and septic, the South Nation Conservation septic permit is part of the application, so start with SNC. South Stormont's building-permit page ↗
- Confirm zoning with the Planning Department (613-534-8889, info@southstormont.ca): under Zoning By-law 2011-100 §3.8 a detached secondary unit is permitted beside a house in every residential zone and in the Agricultural and Rural zones, on a lot that meets its zone's minimum size. A zoning compliance letter costs $100 if you want it in writing
- On a well and septic, show the Township the servicing is adequate. The unit must connect to at least one of the house's existing services (§3.8(e)). Apply to South Nation Conservation for the septic permit where the system has to be altered or replaced
- Where the lot is near the St. Lawrence, a creek, a municipal drain, a wetland or a mapped flood plain, get Raisin Region Conservation Authority's approval; along a County Road, get the SDG Counties setback or entrance permit
- Have a BCIN-qualified designer, architect or engineer prepare the building plans (floor, foundation, wall and roof details, elevations), the site plan, the Energy Efficiency Design Summary and the HVAC design, plus truss and joist layouts and a lot grading plan where needed
- Submit through Cloudpermit with the provincial application form and Schedules 1 and 3; pay the permit fee and the refundable deposits when the permit is issued
- Keep the red-stamped drawings on site and book each inspection the permit lists through Cloudpermit (or 613-534-8889 ext. 233). The inspection deposit is refunded after a passed final inspection
What does an ADU permit application in South Stormont need?
- Application for a Permit to Construct or Demolish (the provincial form)

- Energy Efficiency Design Summary and HVAC design
- South Nation Conservation septic permit (private services) or the Township water and sewer connection information (municipal services)

How much does an ADU building permit cost in South Stormont?
Estimate: under the Township's 2026 building-permit fee schedule (Schedule "A" to By-law 2025-014, amending Building By-law 2023-033, with the January 1, 2026 CPI increase), new residential construction of three units or less is $1.82 per square foot of gross floor area with no base fee, so a roughly 600 sq ft backyard suite works out to about $1,092. The schedule also has a line for modular or prefabricated homes that are moved onto a site ($107 plus $0.28 per sq ft, about $275 for 600 sq ft); which category a new factory-built suite falls under is the Building Department's call, so confirm it (613-534-8889 ext. 233). On top come refundable deposits: an inspection deposit of $2,000 for work valued at $100,000 to $299,999.99, and a $2,000 lot grading deposit where a grading plan is required. On a well and septic, budget for a South Nation Conservation septic permit: $859 for a standard Class 4 system under SNC's 2026 schedule ($968 for one that needs annual maintenance).
| Building permit — Group C residential new construction, 3 units or less (2026 Schedule "A") | $1.82 per sq ft of gross floor area, no base fee — about $1,092 for a 600 sq ft one-storey suite. Unfinished basements don't count toward the area. |
|---|---|
| Building permit — modular or prefabricated home moved (2026 Schedule "A", item 7) | $107 base fee + $0.28 per sq ft, about $275 for 600 sq ft, if the Building Department places a delivered factory-built suite in this category |
| Inspection performance deposit (Schedule "B") | Refundable, based on the value of the work: none under $25,000, $500 from $25,000 to $99,999.99, $2,000 from $100,000 to $299,999.99, $3,000 from $300,000 to $499,999.99. Fully refunded if the final inspection passes within two years of the permit; 25% is kept each year after that |
| Lot grading performance deposit (Schedule "B") — only where a grading plan is required | $2,000, fully refunded if the as-built grading plan is approved within two years (50% within three) |
| Septic permit — South Nation Conservation (2026 schedule) | Class 4 tank and leaching bed under 4,000 L/day: $859, or $968 for a system needing annual maintenance. SNC decides whether the house's existing system can take the unit. |
| Zoning compliance letter (Township 2026 fees) — optional | $100 ($250 rush, within two business days) |
| Starting work before the permit | 50% surcharge on the permit fee, $223 minimum and $5,604 maximum (2026 Schedule "A") |
The Development Charges Act exempts one residential unit in a building ancillary to a detached, semi-detached or row house, on any parcel, rural included (s. 2(3.2)–(3.3), para. 3), so a qualifying backyard suite should pay no development charges. South Stormont's By-law 2026-046 (in force September 15, 2026) charges a new single or semi-detached house $9,879; if you're quoted it for a suite, check it against the Act.
How long does an ADU building permit take in South Stormont?
Ontario's Building Code requires a decision on a complete house-class application within 10 business days. A detached backyard suite is a house-class (Ontario Building Code Part 9) permit, so the legislated review window is 10 business days once the application is complete; the Township processes applications on the Building Code's timelines. It publishes no typical turnaround. On a well and septic, add lead time for the South Nation Conservation septic permit, which comes before the building permit, and for any RRCA or SDG Counties approval.
Registration: No separate registration of secondary units was found for South Stormont. The building permit is the approval. A new building may need its own civic number sign ($150 under the Township's 2026 fees); confirm with the Township.
Worth knowing before you apply
- The suite must connect to at least one of the house's existing services, either the well, the septic or both (§3.8(e)), and the Township must be satisfied the servicing is adequate. Talk to South Nation Conservation early, because the septic usually decides where the unit can go
- The house has to be built first, and the lot can't be undersized for its zone (§3.8(a), (f)). A Rural house lot needs 4,000 m² and 30 m of frontage
- Build to CSA A277 (modular) or on site. The by-law calls a CSA Z240 home a "mobile home" and bars living in one outside a mobile-home park (§3.19(a)(iii))
- Ask for a "secondary unit (detached)", not a "garden suite": in this by-law a garden suite is a temporary, portable home approved by a temporary-use by-law
- The fee schedule has no line for a detached secondary unit; we've estimated it at the new-residential rate ($1.82 per sq ft) and listed the moved-modular rate. Confirm the category with the Building Department
- Along a County Road every structure stays 30.5 m from the road's centreline, and you may need an SDG Counties permit (§3.29(b))
- Electrical work needs a separate permit from the Electrical Safety Authority, not the Township
Fees and timelines are estimates from South Stormont's published schedules, verified October 21, 2026. Rates and processes change — always confirm current requirements with the building department before you apply.

South Stormont modular homes — FAQ
Can you build a garden suite in South Stormont?
Yes. South Stormont's Zoning By-law 2011-100 (§3.8) allows one secondary unit beside a single-detached, semi-detached, duplex or end-unit townhouse, in every residential zone (Long Sault, Ingleside, Newington, St. Andrews West and the hamlets) and in the Agricultural and Rural zones. It can be inside the house or in a separate building in the yard, once the house is built.
How big can a garden suite be in South Stormont?
There's no fixed cap: the suite can be no larger than your house. On a residential lot all accessory buildings together, the suite included, may cover no more than 10% of the lot, so a 600 m² RS2 lot allows 60 m² (≈646 sq ft) less any garage or shed. It's one storey and 4.5 m (≈15 ft) tall in a residential zone. On a farm or Rural lot there's no accessory cap and it can be two storeys and 6.1 m (20 ft).
Can you build a garden suite on a well and septic in South Stormont?
Yes. The suite has to connect to at least one of the house's existing services, either the well, the septic or both, and the Township must be satisfied the servicing is adequate. South Nation Conservation issues the septic permit ($859 for a standard Class 4 system in 2026). The lot also has to meet its zone's minimum size; for a Rural house lot that's 4,000 m² (≈1 acre).
Can you put a modular home in South Stormont, Ontario?
Yes. The by-law counts a CSA A277 modular home on a permanent foundation as a single detached dwelling, as the main house or as a garden suite. A home built to CSA Z240 is a different case: the by-law calls it a "mobile home" and allows living in one only in a mobile-home park, so outside a park it needs a rezoning. South Stormont takes building permits online through Cloudpermit.
How much does a modular home or backyard suite cost in South Stormont?
Modular home models start at $175,696 and run to about $338,000 for the largest layouts; backyard ADU models start at $96,244. Site work, foundation, delivery, and permits are additional.
Can I get a mortgage on a modular home in South Stormont?
Yes — on a permanent foundation it is financed as real property, including via CMHC Prefab Plus (5% down on the first $500,000).
