Quick Answer

Development charges on a new single detached house in Ontario run from $898 in East Hawkesbury to $173,185 in King, with a median of $50,564 across the 129 municipalities we have on file. 30 charge $100,000 or more. A garden suite in the back yard pays none.

What would a new house on your lot pay?

The charge often depends on where the lot is in the municipality. Enter the address for our free New Home report: the development charge for that lot, the building permit, what the zoning allows and whether a factory-built home can be the house.

A garden suite pays none of this

Ontario's Development Charges Act exempts one garden suite in a separate backyard building, on a serviced lot or a rural one, as long as the house has no more than two units. In King, where a new house pays up to $173,185, a garden suite behind an existing house pays $0. Confirm with your municipality before you budget.

The Ranking, Highest to Lowest

The charge on one new single detached house, with every body that levies one added together: the municipality, its region or county where there is one, and the school boards. School-board charges are on file for 60 of the 129; “Not on file” means we haven't confirmed one, not that there is none, so the total there may be low by a few thousand dollars. Where the charge depends on the area (most often whether the lot has municipal water and sewer), the table shows the highest figure and the lowest beneath it. Confirm the figure with the municipality before you budget.

* Building permit for a 1,500 sq ft house, from the municipality's own fee schedule. “See schedule” means the fee is set by construction value or size bands rather than a rate. “Manufactured home as the house” is what the zoning by-law says about a CSA Z240MH home as the main house; “We check” means the by-law doesn't settle it.

How to Read These Numbers

Who charges what

A lower-tier town levies its own charge, and in a two-tier area the region or county adds one. Each school board can add an education development charge, and both boards’ charges apply to a new house whatever the household’s school support, because the charge is imposed against the land.

Why there’s a range

Many municipalities charge more where the lot connects to municipal water and sewer, or add an area-specific charge for one neighbourhood’s services. The top figure adds the dearest line from each charging body, so it is the most a new house there can pay; your own lot may pay less.

When rates change

Most charges are indexed once a year, often on January 1, and the by-law is replaced every five to ten years. The “Rates from” column shows when each municipal schedule took effect. The charge is usually payable when the building permit is issued.

Factory-built pays the same

A development charge is levied per new dwelling unit, whatever the construction method. A modular or manufactured home pays the same charge as a site-built house; the savings with a factory-built home are in the build price and the schedule.

Gaps we list, not hide

24 municipalities have no charge on file. Some say they charge none; for others we found no by-law, which is not the same thing. They sit below the ranking with the reason, so a missing figure is never read as $0.

For your address

Our free New Home report gives the charge for your lot, the building permit, what the zoning allows and whether a factory-built home can be the house. Enter the address in the box near the top of this page.

Common Questions

Which Ontario municipality has the highest development charges on a new house?

Of the 129 municipalities we have on file, King is highest: up to $173,185 on a new single detached house, counting the municipal, regional and school-board charges together. 30 municipalities charge $100,000 or more, most of them in Toronto and the York, Peel, Halton and Durham regions.

How much are development charges on a new house in Ontario?

It depends heavily on where. The median across the 129 municipalities we have on file is $50,564, the highest is $173,185 (King) and the lowest is $898 (East Hawkesbury). Many charges also differ inside a municipality, usually between lots with municipal water and sewer and lots without.

Does a garden suite pay development charges in Ontario?

Generally no. Ontario's Development Charges Act exempts one garden suite in a separate backyard building, on a serviced lot or a rural one, as long as the house has no more than two units. That is why a suite can cost far less to permit than a new house on the same street. Confirm with your municipality before you budget.

Does a modular or manufactured home pay lower development charges?

No. A development charge is levied per new dwelling unit, whatever the construction method, so a factory-built house pays the same charge as a site-built one. The savings with a factory-built home are in the build price and the schedule, not in the charges.

Are school board education development charges included?

Yes, where a board levies one. Both the public and the Catholic board's education development charge apply to a new house, whatever the household's school support, because the charge is imposed against the land (Education Act s. 257.54(1)). 60 of the ranked municipalities have school-board charges on file.

When do development charges change?

Most municipalities index their charges once a year, often on January 1 or on the anniversary of the by-law, and replace the by-law every five to ten years. The ranking shows the date each municipal schedule took effect. Check with the municipality before you apply, because the charge is usually payable when the building permit is issued.
